WallStreet was lifted by the offer of billionaire Warren Buffet to reinsure about $800 bn worth of Municipal bond liabilities of insurers. This eased worries that credit downgrades at the insurers could force selling of billions of dollars of municipal debt.
The DJIA however was up by about 230 points at one point. It gave up some of its gains to close well below its day's high.
